Wow, I think all of your ideas are great! While you're in high school, I wonder whether you could get a part time job with one of these entities? I am afraid they mostly want trained construction personnel though
If you were to get a summer job or unpaid internship with an architect that would also be great. If you can't get an internship with a for profit company, maybe you could get an internship with a non profit low income housing agency, or another non profit that happens to be building their new headquarters, etc.

For how much $ does it take to start the business… you will find that you need all the "usual" costs, like rent, employees, etc. but that for any construction company it will take a large insurance cost, or "bond," because there is so much to ruin or people to hurt, beyond the cost of the project, when you are working on construction.
