thats depends on how smart he is and if he can write..
i am sure that even a convicted felon can authorize/negociate a contract(even in texas).. he has paid his debt to society, and is trying to make a living, just like the rest of us..
if you have a problem with his work, then youll want to discuss the matter with your “state contractor licensing board”, and see if they can resolve your issue..
did the building inspector see the work and did it meet his approval?
Check with the rules of that state with the department of corrections or parole handbook. Laws vary state to state.
